near halt. A severe winter storm disrupted truck and rail shipments, and
traders in some cities missed a couple days of work. Sellers tried to
stay patient, figuring little could be accomplished in storm-slammed

Panel market
Structural panel markets sputtered through another week of lackluster
demand. Sales remained a grind for OSB mills, and prices worked lower.
Severe weather kept job sites across much of the nation shut down, and
dealers focused on other issues. Order files for Southern Pine plywood
plants grew shorter as buyers in weather-bound markets closed their P.O.
books. Citing costs, western Fir plywood producers did not aggressively
chase business. Outgoing calls led to scattered counters of $25 or more,
which mills refused.
